You reach the marked building in Buried City, circle it twice, and still can't find the way inside. That is A Rising Tide in a nutshell: the mission tests your eyes before it tests your DPS. Bring a mobile loadout, keep room for quest items alongside your ARC Raiders Items, and treat every objective marker as a general clue rather than a complete set of directions. The mission sends you from a barricaded apartment to an industrial complex, then asks for a precise interaction that is easy to miss during a noisy run.
The Mission Has Two Very Different Halves
Buried City is about vertical movement. In the Piazza Roma area, look for the two tall buildings near the foreman's apartment. The eastern rooftop zipline carries you across the gap, but don't ride it all the way to the opposite roof. Jump onto the platform on the right, then use that platform to reach the barricaded apartment.

That is the foreman's digital logbook. Once it registers, extract rather than hanging around for extra loot. The next part takes place on Dam Battlegrounds, so staying in Buried City only adds risk to a completed section.
Dam Battlegrounds: Read the Interior, Not Just the Marker
Start at the northern Power Generation Complex and work toward the Controlled Access Zone. The approach can expose you to ARC units and other players, so a quiet entry is often better than sprinting in with a loud weapon. From what I've seen, the most useful landmark inside is the large central chamber surrounded by metal stairs and walkways. Find that space first; the exact doorway you used matters less than your position inside the structure.
Power First, Door Second
The power cell is generally found in the lower part of the Controlled Access Zone, though its nearby position may vary. Search the lower chamber before checking every locked door. Once you have it, carry it back toward the metal stairs and look for the wall-mounted power compartment on the eastern side. Install the cell there. The relevant office should then open.
Do not assume every locked room belongs to A Rising Tide.
Clear nearby ARC units before carrying the power cell through exposed walkways.
Keep your inventory and extraction plan simple; the quest item matters more than one extra loot pile.
After the office opens, check the whiteboard rather than nearby desks or walls.
The Photo Prompt Is the Real Finish Line
Cross the nearby walkway and enter the newly opened office. Face the whiteboard showing the reconstruction information, move close enough for the prompt, and center the board in view. If nothing happens, check the three likely causes: the cell was not installed, the room is a different secured space, or the camera is aimed at another object. At least in my experience, backing away and approaching the board again often makes the interaction easier to spot.
A Cleaner Run From Start to Extraction
Use a fast, practical setup for the first half, then avoid overcommitting on Dam Battlegrounds. The strongest approach is to solve the apartment, leave immediately, reach the lower chamber, power the office, take the photo, and extract. Don't turn the mission into an unplanned grind for side loot after each objective. Once you return to Speranza, the investigation is complete, and future attempts become much less intimidating because you know which doors and landmarks actually matter.
